Pamona Waverly, the Minister who was elected after Kingsley Shacklebolt retired in 2025, has retired. During her tenure, there was mostly peace. Until recently, with the two attacks on Muggles for the first time in 60 years as well as the rising protests both for and again the equal rights of magical races such as werewolves, vampires, centaurs, giants, and more. It became far too much for Minister Waverly. Which was the new Minister stepped in. Already with the protests as well as trying to apprehend and get to the bottom of the Muggle attacks, the new Minister is facing quite the difficult task of governing the British wizarding world. What possibly could be worse than those?

Perhaps a corrupt governing body.

When Harry Potter and Kingsley Shacklebolt were both are the helm of two of the major head positions at the Ministry, there was little room for those with hidden motives to slip through the cracks. However, after Shacklebolt retired and then Potter after in 2056, it was easier for corrupt individuals to get around Waverly's team. You could be working next to an Auror who just hexed a half giant, or an Obliviator who erased the memory of Aurors who are too good at their job. Or maybe even someone close under the Minister themselves.

One thing is certain. The Ministry is becoming it's old, sinister self.

In 2056, just shortly after Harry Potter retired from Head of the Auror Office, there was the random, mysterious collapse of the London Bridge that killed many Muggles. There was no evidence at the time that could connect it at all to wizards until 2061 when the London British Museum was attacked as well. Not only was there evidence found to explicitly implicate wizards in the attack, but they then found substantial enough evidence to link it to the 2056 attack well. After the second attack, many in the wizarding world began to question the Ministry's competency. "Ministry loses its touch!" "Potter's Replacement a Total Dud?" The Prophet was having a field day to say the least. And they weren't the only one.

The afternoon of the first attack, there was a witness. And not some regular Muggle witness but a Squib, who had witnessed the attackers personally. The Squib, not on speaking terms with their magical family obviously, had gone immediately to the Muggle authorities. One could imagine just how well that went. For years, the Squib continued to spread the word to anyone who would listen and to much damage of their own personal reputation. Then when the second attack happened, they knew it had to be wizards. They somehow evaded capture by wizard Obliviators for years, until word of their story reached the ears of a group of Witch Hunters.

The group of hunters uses the codename Orion Constellation. They are a small, very exclusive group of Muggle witch hunters that each have their own personal reasons for hunting witches that has flown completely under the Ministry's radar. They have, over time, succeeded in the destruction of several magical people, both human and non. And they are very interested in what the Squib has to say.
